Yes, it is true that you might be able to negotiate with the IRS about outstanding taxes, but I do not know of any party other than a reputable tax attorney that I would recommend for such an endeavor. Talking with any creditor raises all kinds of legal hurdles. Moreover, there are lots of folks out there who'll try to convince you to pay them in advance based on false promises and guarantees of reduced debt. If it were so easy to escape the payment of taxes, none of us would pay!
